Being a branch of law which organizes the relations between state and citizens or state and its institutions, General Public Law is also directly relevant with the freedom of individuals. Within General Public Law, primarily state and then the rights and freedoms of individuals are studied. Besides being close to Constitutional Law, General Public Law is separated from Constitutional Law in terms of treatment. While Constitutional Law studies a concrete, definite state, human rights and freedoms are analyzed in an abstract and general way in the department of General Public Law without being limited with a certain country.
Accordingly, rudiments about ideas preparing the birth of modern state, structural and judicial features notably sovereignty of state, form of state, type of state, appear of human rights and freedoms, and how to protect human rights and freedoms at national and international level by natural law’s evaluating human rights and freedoms are analyzed within the scope of this department.
